Documents bearing former presidential spokesperson Harry Roque’s signatures were found at a Philippine Offshore Gaming Operator (POGO) hub in Porac, Pampanga, according to the Presidential Anti-Organized Crime Commission (PAOCC).
The document with Roque’s signature was a letter from his executive assistant, Alberto Rodulfo Dela Serna, who was seeking “travel support to Poland.”
An appointment paper for Roque’s staff and an affidavit of support signed by Roque were also recovered from the raid at the Lucky South 99 compound.
According to a report by Abante, the appointment paper dated October 5, 2021 showed that Dela Serna was appointed Executive Assistant III (SG-20) at Roque’s office with a compensation rate of P54,251.
The report added that Dela Serna was crowned Mr. Supranational Philippines in 2016. He reportedly represented the Philippines at the Mr. Supranational pageant held in Poland in December 2016.
The document stated that Roque was invited to Poland, Ukraine, and Italy from October 9 to 18, 2023 as a resource person for a forum on the peace process in Ukraine.
“I need a travel companion since I am diabetic, with coronary stent and suffering from acute spinal stenosis,” he said.
Former president Rodrigo Duterte’s ex-spokesperson said Dela Serna “will not become a financial burden” to any of the countries they will visit. He also committed to provide financial aid to the male pageant winner in case of any emergency.
Roque served as a lawyer for Whirlwind Corporation which is the company that leased its property to Lucky South 99.
PAOCC Spokesperson Winston John Casio said the document “has no criminal value” to the ongoing investigations against illegal POGOs.
“On face value, it has no criminal value to our investigation,” he said. “I wouldn’t want to impute malice on Atty. Roque because it would be unfair for Atty. Roque at this point.”
Roque earlier said that the documents were owned by his former long-time employee who is now studying in Clark, an area close to the POGO hub in Porac, Pampanga.
